CAMPUS SECURITY - POLICIES AND PROCEDURES

Reporting of Criminal Incidence

Adult and Community Education (ACE) strives to provide a safe and secure campus for all students and staff members. All students and staff members are encouraged to report any and all suspicious campus activity immediately upon witnessing the occurrence, especially when the victim of such crime elects or is unable to make such a report. All students should report any knowledge of a criminal or suspicious nature to the administrator of ACE. Staff members report similar knowledge to the administrator of ACE. The administration will then take appropriate action based upon the information given by the student or staff member. When deemed appropriate, local law enforcement authorities will also be notified. In order to keep the campus community informed about safety and security issues on an ongoing basis, ACE will alert the campus community of certain crimes, including all Clery Act crimes, in a manner that is timely and will aid in the prevention of similar crimes. Timely warnings are issued for threats to persons, as well for threats to property.

Security on Campus
The Campus is in operation from 7:30 a.m. until 7:30 p.m. The building will open at 7:30 a.m. to students and staff and close at 7:30 p.m. These hours are in effect Monday through Friday. The campus is not open on weekends.

Campus Security Programs
All students are informed during orientation of campus security procedures, sexual assault programs to prevent sexual offenses and procedures if an offense occurs, and crime prevention. All staff members are briefed on campus security procedures throughout the school year. Both staff members and students are encouraged to be responsible for their own security and the security of those around them by carefully reading the campus security procedures and reporting any incidents when they occur.

Campus Policy Regarding Illegal Substances
Adult and Community Education strictly forbids the possession, use or sale of any alcoholic beverages and/or illegal drugs on all campus grounds. Students and staff members should report any knowledge of such activities to the administration. Any infraction is cause for immediate suspension and possible termination. When appropriate, such infractions will also be reported to the local authorities. Specific details of the drug policy are outlined in both the Staff Handbook and Student Handbook distributed annually to all staff and students.

Dangerous Weapons
A student shall not possess, handle, transmit (either on person or in a vehicle), conceal, or use as a dangerous weapon any instrument capable of causing harm to another person. Dangerous weapons include, but are not limited to firearms and knifes.

The Rape Aggression Defense System (RAD) is a 12 hour comprehensive female-only course with a focus on awareness, prevention, risk reduction and risk avoidance. The RAD program will meet the needs of women to acquire self-defense education in a relatively short period of time. The Franklin County Sheriff’s Office number is 614.525.4507.

Students are reminded that as a pre-condition to accepting a Pell Grant that they sign a certificate stating they would not engage in the unlawful manufacture, distribution, dispensation, possession or use of a controlled substance during the period covered by a Pell Grant. A Pell Grant recipient convicted of a criminal drug offense resulting from a violation occurring during the period of enrollment covered by the Pell Grant must report the conviction, in writing, within 10 calendar days of the conviction, to the administration.

Through our Customer Services office, students may obtain a listing of community agencies providing drug/alcohol abuse prevention services.
Student Privacy

The Adult and Community Education department is committed to the protection of our students' safety and their confidential information. Employees are not allowed to take student confidential information out of our building, nor are they allowed to provide confidential information to others without the expressed written consent of the student. Students must sign a release of information form before confidential information is released to individuals or agencies. The form may be obtained from our Customer Services office.

The Family Educational Rights and Privacy Act (FERPA) is a Federal law designed to protect the privacy of a student’s education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education. FERPA gives parents certain rights with respect to their children’s education records. These rights transfer to the student, or former student, who has reached the age of 18 or is attending any school beyond the high school level. Students and former students to whom the rights have transferred are called eligible students.

• Parents or eligible students have the right to inspect and review all of the student’s education records maintained by the school. Schools are not required to provide copies of materials in education records unless, for reasons such as great distance, it is impossible for parents or eligible students to inspect the records. Schools may charge a fee for copies.

• Parents or eligible students have the right to request that a school correct records believed to be inaccurate or misleading. If the school decides not to amend the record, the eligible student then has the right to a formal hearing. After the hearing, if the school still decides not to amend the record, the parent or eligible student has the right to place a statement with the record commenting on the contested information in the record.

• Generally, schools must have written permission from the parent or eligible student before releasing any information from a student’s record. However, the law allows schools to disclose records, without consent, to the following parties:

School employees who have a need to know.

Other schools to which a student is transferring.

Certain government officials in order to carry out lawful functions.

Appropriate parties in connection with financial aid to a student.

Organizations conducting certain studies for the school.

Accrediting organizations.

Individuals who have obtained a court order or subpoena.

Persons who need to know in cases of health and safety emergencies; and state and local authorities within a juvenile justice system, pursuant to specific state law.

Schools may also disclose, without consent, “directory” type information such as student’s name, address, telephone number, date and place of birth, honors and awards, and dates of attendance. However, schools must tell parents and eligible students about directory information and allow parents and eligible students a reasonable amount of time to request that the school not disclose “directory” information about them. Schools must notify parents and eligible students annually of their rights under FERPA. The actual means of notification (special letter, inclusion in a PTA bulletin, student handbook, or newspaper article) is left to the discretion of each school.
