Columbus City Schools aligns our efforts to DEVELOP our students and staff to their maximum potential. At each stage of a staff member's career in this system, whether in a first assignment or moving to a new role, INDUCTION is organized to provide needed support. Both formal and informal LEADERSHIP is fostered to create collaborative learning environments that are conducive to growth. Within this system, the EVALUATION will provide staff with a richer and more detailed view of their performance, with a focus on specific strengths and opportunities for improvement. ILEAD captures the scope of our efforts.

District Forms
Evaluation Protocols
Components of OTES 2.0, OSCES, OPES 2.0, and LSP evaluations are to be conducted in person. This includes conferences, observations, and walkthroughs for all evaluations, regardless of the evaluation cycle, district location, etc. The only exceptions to this protocol are indicated below. If the district’s learning model changes during the school year, the Joint Evaluation Panel will meet to determine the best way to proceed.
Columbus Online Academy:
a. Virtual walkthroughs and virtual observations can be conducted when the staff member is instructing online and/or participating in virtual professional meetings. On occasion when the staff member is in person with students and/or participating in face to face professional meetings, virtual walkthroughs and observations will not be permitted.
b. No virtual walkthroughs or observations of recorded material, unless the staff member initiates a request to the evaluator within five school days of the recorded lesson occurring.
c. While working virtually, if a staff member experiences a technology failure/commandeering of electronic platform which gets included in the evaluation record, it would constitute a procedural error and could be appealed as such.
Departments and Principals:
a. If mutually agreed upon in writing, virtual conferences may be conducted for educators who are evaluated by Department Administrators.
b. Effective as of the 2024-25 school year, virtual conferences may be conducted for principals who are evaluated by Area Superintendents.
High Quality Student Data (HQSD)
High-Quality Student Data (HQSD) is used to guide instructional decisions and meet student learning needs. It is used in making sound instructional decisions for students. Teacher evaluations will use at least two instruments of district-determined high-quality student data to provide evidence of student learning attributable to the teacher being evaluated. HQSD instruments used must be rigorously reviewed by locally determined experts in the field of education. (In our district, these experts are your Assessment Leaders.) HQSD is incorporated into the evaluation rubric that contributes to the teacher’s overall final rating. Whereas the previous evaluation was based 50% on the rubric and 50% on Student Growth Measures, the current evaluation’s final rating is a holistic rating based 100% on the rubric, of which HQSD is a part. State and District Pre-Approved Lists for HQSD
Remember, the teacher evaluation will use at least two HQSD instruments. Teachers have three options for choosing their instruments:
Option 1: Use sources from the State pre-approved instruments
Option 2: Use sources from the CCS pre-approved instruments
Option 3: Use sources from the Building approved instruments. To have an instrument considered for the Building list, submit it to the District Assessment Leader Team using the district process. The Assessment Leader Team will either approve or deny the instrument. If it is approved, it will be added to the Building list. If it is denied, you will be permitted to submit additional instruments for review or choose from the above pre-approved lists.
Please note: Ohio’s state tests provide value-added data, which research supports as a high quality source of student data. When value-added data is available for a teacher, it must be one of the sources of high-quality student data used in the teacher's evaluation.

2020-2021 Update Regarding Student Growth Measures (Including SLOs)
House Bill (HB) 164 was passed and signed into effect in June, 2020, with provisions for school districts due to COVID-19. As outlined in HB 164 and with guidance from ODE, Student Growth Measures (value-added data, vendor assessment data, Student Learning Objectives, etc.) will not be utilized for the purpose of evaluations during the 2020-2021 academic year. The 2020-2021 OTES evaluation will be based on Performance only. For more information, please visit the ODE Reset and Restart Education page.
