Yes. Enrollment must be done each and every time there is a change in placement. If a student comes into foster care and is placed in a foster home, the foster parent or county case worker is required to complete the enrollment to ensure the current caregiver, address, and emergency contact is correct.

If you are a foster parent or kinship caregiver, you will need to have permission to enter your student into the school choice lottery. Please note this cannot be done online.  This must be done manually as the foster parent does not have access to the lottery application through the parent portal. The caseworker will need to provide a letter on agency letterhead giving permission to the caregiver to enter and accept a lottery offer.

A letter on agency letterhead with the following information: student name, date of birth, caregiver's name, address, phone number, email, up to three (3) school choices, student’s grade level for which they wish to enter the lottery, custody status and service team contact.

When a student is placed, a best interest determination (BID) discussion is held. If the outcome of the BID is to switch to the school of address, YES you can switch. If the BID outcome is for the student to remain in their school of origin, the change will not be permitted.  

Yes. All foster students will be provided transportation via school bus.  Should alternative transportation services be needed, the service team and foster care liaison will work with the foster parent to determine the best alternative.  Transportation routes are assigned by the current address on the students’ file.

Yes. Once the enrollment is updated and the address is correct, the transportation department will determine if a bus is feasible.  If not feasible, transportation will be arranged.

It can take up to seven (7) business days for a bus to be assigned. Maintaining good attendance is a high priority.  Therefore, gap transportation services for foster students may be arranged.

No. Once a bus is assigned, the assignment will continue through the remainder of the year. However, the foster parent can choose to transport their student if they wish.
