Cell Phone Policy
-
Governor Mike DeWine recently signed legislation that restricts the use of cell phones and personal electronic devices during the school day in all Ohio public schools. This update follows the passage of Ohio House Bill 96.
Research shows that when students disconnect from their cell phones during the school day, they become more attentive, perform better academically, and develop stronger connections with their teachers and peers. Our goal is not to penalize, but to create learning environments where every student is fully engaged and distraction-free.
-
What does this mean for our middle and high school students:
-
Cell phones and other electronic devices, including smartwatches and earbuds, are not permitted during instructional hours. This new policy will take effect at the beginning of the current school year.
-
Electronic communications devices must be set on silent or vibrate mode at all times during the instructional day, whether in the school building or on school grounds, unless being used for instructional purposes authorized by a teacher or administrator.
What does this mean for our elementary school students:
Cell phone use has never been permitted during the school day in our elementary school buildings. We do understand that families rely on being able to reach their children. Please know that our school offices are available throughout the day in case you need to contact your student.
-
-
Students are permitted to use a cell phone only under these circumstances:
-
When such use is documented in the student’s Individualized Education Program (IEP) under Chapter 3323 of the Ohio Revised Code or in a plan developed under Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. 794). Please consult with your child’s Special Education Coordinator if you have any questions or need assistance regarding IEP/504-related exceptions.
-
To monitor or address a health concern with medical documentation
-
When an active threat or emergency is occurring.
How we will support this together:
We recognize that this is a new routine, and we’re here to support you and your student in making this transition as smooth as possible. School leaders will share building-specific details, and you’ll see reminders, such as posters and resources, throughout the year to reinforce this message.
We value your partnership and encourage you to discuss this policy change with your student, explaining how it supports their learning and academic progress.
At Columbus City Schools, we are committed to making sure every child feels supported and valued. This new approach to limiting cell phone use is one more way we are working together, with you and with our teachers, to create safe, welcoming, and distraction-free schools.
